Uttarakhand: The fight for the rights of the employees started from today, the state-wide agitation for the 18-point demands:

On Sunday, the fourth class State Employees Federation had announced full participation in the movement. Committee spokesperson Pratap Singh Panwar and Arun Pandey said that an 18-point demand letter was sent to the government and the government on behalf of the committee. A phased movement has started from September 6 against the non-action on this.

these are the demands

  • All the state employees, teachers, corporations, bodies, police personnel of the state should be given promotion pay scale in case of non-promotion on 10, 16 and 26 years of service as before.
    The system of Central Government Health Scheme (CGHS) should be implemented in the state like central employees by resolving the discrepancies in the golden card prescribed for the state employees. All high quality hospitals should be authorized in the state and outside the state and 50% deduction should be reduced in the prescribed amount from retired personnel.
    The system of relaxation should be restored as before in the eligibility period for promotion.
    Like the central government, 11% dearness allowance should be announced soon for the employees of the state.
    Old pension system should be implemented in the state.
    The educational qualification for the post of Junior Assistant in the Ministerial Cadre should be graduation instead of Intermediate. One year computer knowledge should be made compulsory.
    By increasing the level of promotion in the personal assistant cadre, the post of senior personal officer should be created in the grade pay 4800 under the staffing pattern.
    State vehicle drivers should be given grade 4800 under the staffing pattern while ignoring the grade pay of 2400.
    Fourth class employees should also be given grade pay 4200 by applying staffing pattern like the drivers.
    This discrepancy should be removed by making the service provision of Junior Engineer (Technical), Computer uniform in all engineering departments.
    Irrigation Department should be permanently authorized as the executive body for the construction work of non-technical departments (Urban Development Department, Tourism Department, Transport Department, Higher Education Department etc.).
  • Removing the discrepancy arising in the mandate of ACP, MACP implemented by the state government, according to the criteria set for promotion, for all levels of personnel, instead of 10 years, five years’ character register and entry of ‘best in place of best’ Considering the same as the basis, the revised order should be issued soon.
    The departments whose reorganization is still pending at the government level, those departments should be reconstituted soon.
    Employees retiring on 31st December and 30th June should be given one increment considering the period of six months to be complete. Under this, they should be given retirement benefits.
    The discrepancies arising in the Transfer Act 2017 should be resolved.
    Like the state employees, all the benefits should be provided equally to the corporation, body employees.
    Before the regularization of ad hoc appointees, all benefits like pay, selection grade, ACP, pension etc. should be given by adding services from the date of ad hoc appointment.
    Government orders should be issued soon according to the agreements and decisions made in the earlier meetings on governance with all the federations affiliated to the coordination committee.

Gate meeting and public awareness campaign in all districts from 6 to 19
Under the phased movement of the committee, gate meeting and public awareness campaign is being conducted in all the districts from September 6 to September 19. On September 20, a one-day dharna-demonstration will be held at all the district headquarters of the state. After this, on September 27, a one-day state-level sit-in demonstration will be held at the protest site located at Sahastradhara Road Ekta Vihar in Dehradun. After this, a state level Hunkar rally will be organized in Dehradun on October 5. The next indefinite agitation will be announced on the same day.
