Employees on strike, work in offices stalled; Know what is the demand of employees

The movement of the second phase of the Uttarakhand Officer Employees Teacher Coordination Committee, a common platform for the 18-point demands of government employees in the state, started. On the first day of the movement, a huge sit-in demonstration was held at the Parade Ground in Doon. Due to the involvement of employees of most departments and corporations, the work in the offices came to a standstill on Monday and the complainants had to return unharmed.
From Collectorate and Tehsil to RTO, Municipal Corporation, Energy Corporation, Vikas Bhawan, Drinking Water Corporation, Jal Sansthan, Agriculture Department, Horticulture, Roadways and Animal Husbandry, employees of other departments and corporations were present on the dharna. Along with Doon, dharna was held at all the district headquarters of the state. Under the common platform of state employees, teachers and officers, gate meetings were held in all government offices in the first phase in the course of agitation across the state.
During this, the delegation of the committee also held talks with the Chief Minister and the Chief Secretary, but despite being given due assurance, the government did not pay heed to the demands of the committee. Now the committee started the second phase of agitation from Monday. Employees, teachers and officials staged a sit-in at the Parade Ground and told that after this a district level rally would be organized on September 27.
Memorandums will be sent to the Chief Minister through the District Magistrate. On October 5, a state-level Hunkar rally will be taken out against the government in Dehradun. According to the committee, it is possible to declare an indefinite strike on the same day. The employees alleged that when it comes to meeting the demands of the employees, the Finance Department always cries about the economic situation. If we talk about ACP, then the finance department is exaggerating the expenditure of its implementation more than expected, whereas only the employees deprived of promotion are to get the benefit from the ACP. Their number is very less. During this, Dinesh Pant, General Secretary, Roadways Employees Joint Council said that the government has been treating the corporation employees step-motherly.
He did not get house rent allowance on the basis of 7th pay commission. While harassing them, the payment of ACP is being deducted. Due to which there will be a deduction of about five to ten lakhs from each worker. The aggrieved personnel are going through extreme financial hardship. Arun Pandey, Sunil Kothari and Nandkishore Tripathi along with Shakti Prasad Bhatt, Purnanand Nautiyal, Pancham Singh Visht, Nishank Sarohi, RP Joshi, Vikram Singh Negi, Omvir Singh etc. were present on the dharna.

-All state employees / teachers / corporation / body / police personnel should be given promotion pay scale in case of non-promotion on 10, 16 and 26 years of service as before.
-The system of CGSS should be implemented in the state like central employees by resolving the discrepancies in the golden card prescribed for the state employees.
-The system of relaxation should be restored as before in the eligibility period for promotion.
-Like the central government, 11 percent dearness allowance should be announced soon for the employees of the state.
-Old pension system should be implemented in the state.
-The educational qualification for the post of Junior Assistant in Ministerial Cadre should be Graduation instead of Intermediate.
-Irrigation Department should be permanently authorized as the executive body for the construction work of non-technical departments (Urban Development Department, Tourism Department, Transport Department, Higher Education Department etc.).
-To remove the discrepancy arising in the mandate of ACP/MACP implemented by the state government, the character register of five years instead of 10 years should be seen for all the level workers as per the prescribed criteria for promotion.
-The departments whose reorganization is still pending at the government level, those departments should be reconstituted soon.
-The discrepancies in the Transfer Act-2017 should be removed.
-Like the state employees, all the benefits should be equally provided to the corporation / body employees.
