Brainstorming on reduction in the fee for land-use change


Some time ago, the Uttarakhand government has increased the rights of development authorities in the direction of land use conversion. However, now the problem is that the land-use change charges are very high and in such a situation, there seems to be a problem in this work. In view of this situation, the team of Mussoorie Dehradun Development Authority (MDDA) brainstormed with the Architect Association. So that the possibility of reduction in land use change fee can be explored.
On Wednesday, on the instructions of MDDA Secretary Harbir Singh, the team of engineers and surveyors held a meeting with the Uttarakhand Engineers and Architects Association. Association President DS Rana said that the land-use change fee which was fixed in the year 2016, is not relevant at present. The conversion fee is charged at the circle rate of the land and at present the circuit rates are so high that it is not possible for most of the people to afford it.
He said that the fee for conversion from agriculture to residential category has been kept at 50 per cent of the circle rate, while 150 per cent for commercial. It can be understood that according to today these rules are going to break the back of the common man. Apart from this, the minimum plot area norm should be relaxed for change in commercial category in the meeting. MDDA agreed to the demand of the association and said that the proposal to amend the rules would be sent to the government soon. On this occasion MDDA Assistant Engineer Anand Ram Arya, Surveyor Girish Chamoli, Association Secretary Sachin Agarwal, Treasurer Girdhari Arora etc. were present.

The fee for change from agriculture to residential should be 20 to 25 percent.

The fee for conversion from agricultural to commercial category should be 50 to 50 percent.
This is the demand on relaxation in minimum plot for conversion

For conversion to commercial category, the minimum plot should be 4000 sqm. Demand was raised that the standard of plot for construction of guest house is 500 sqm, for hostel 750 sqm, for hotel 1000 to 2000 sqm, for service apartment 750 sqm, for different residential projects 500 to 2000 sqm and for medical establishments. It should be from 2000 to 4000 sqm.
